三、应急救援总费用计算标准
III. Calculation Standards for Total Emergency Rescue Costs
事故应急救援总费用=应急救援基础费用总额+应急救援基础费用总额*风险附加费用*城市浮动费率系数
Total Emergency Rescue Cost = Total Basic Emergency Rescue Cost + Total Basic Emergency Rescue Cost × Risk Surcharge Rate × Urban Rate Floating Coefficient
四、说明
IV. Notes
（一）未列项目：按照实际发生费用结算，计入直接费用。
Unlisted Items: Settled based on actual costs incurred.
（二）国际船舶参考国际通用惯例结算。
International vessels shall be settled in accordance with international common practices.
（三）在事故现场，没有使用的应急设备按费率表价格的 50% 收取费用。
Unused emergency equipment at the accident site shall be charged at 50% of the scheduled rate.
（四）计费时间：自接到应急处置行动命令或按客户指令船舶、设备或人员离开基地时起，至任务结束返回基地时止。如另有任务不需返回基地，至原任务结束时止，以天为单位（1 天为 24 小时），不足一天的按比例计算。
Billing Time: Starts from the receipt of the emergency response order or when vessels, equipment or personnel depart from the base as instructed by the Client, and ends upon completion of the mission and return to the base. If no return to base is required for other tasks, billing ceases once the original mission is finished. Time is calculated by day (1 day = 24 hours), and any part of a day shall be prorated.
（五）待命时间：系指根据应急指挥机构或客户的指令或者现场作业需要，离开现场在附近码头、锚地、平台、其他船舶等停泊基地靠泊或者锚泊等待进一步的指令，或者离开事故现场进行避风、维修保养（船舶的日常维修保养时间除外） 等的时间。待命费率按作业费率的 50% 计算。
Standby Time: Refers to the period when vessels berth or anchor at nearby docks, anchorages, platforms, other vessels or stationed bases waiting for further instructions as ordered by the emergency command authority or the Client, or leaving the accident site to take shelter, repair and maintenance (excluding routine daily maintenance of vessels). The standby rate is calculated at 50% of the operational rate.
（六）所有在应急处置中损坏、遗失的物资设备按成本价收取费用；船舶的标准配备按照实际使用数量进行收费。
All materials and equipment damaged or lost during emergency response shall be charged at cost price; standard vessel equipment shall be charged according to the actual quantity used.
（七）船舶往返、巡航、靠泊事故现场及周边海域视为作业。
Vessel round trips, cruising, berthing and anchoring at the accident site and surrounding waters shall be deemed as operations.
（八）本标准自2026年7月20日起执行。
This Standard shall be implemented as of July 20, 2026.
